I am starting a 29 gal saltwater tank. It was a freshwater tank but I am converting it to salt. I am going to get some live rock and I already have crushed coral in it. I was running just a Penguin 170 filter on it when I had a few cichlids in it. I also had a UGF in it but I'm not sure if it really helps that much. This will be my first saltwater tank.

What type of filter(s) should I use? I would like to go the inexspensive route, but I realize this is not the hobby to be cheap. I plan on getting a protein skimmerand a powerhead for circulation. Can I still use my Penguin 170?

If your going salt I would ditch the ugf one of the worst things for it. With just beginning I would stay with a fowlr tank and you can still use your penguin. I currently use an emporer with no problems. But I would still add a powerhead or 2 for xtra circulation.

Where should powerheads be placed in the tank? Or does it even matter?

Its best to place them where you get circulation thru the whole tank. You may have to move them a couple times until you got it. you can put them in the top, bottom,sides, or back doesn't matter.
