I have a 40 Gallon (imperial) = 180 litre tank, how many fancy goldfish can I reasonably stock the tank with? What is best for the fish? I've been told 1 inch of fish per gallon but is this the case?

Not for goldfish. For fancy goldfish, 10-15 gallons per fish is best. So I wouldn't stock more than 3, and even there, you may find that you need more room later.
These guys are massive, need lots of oxygen and produce lots of waste.
So although that may seem like a lot, it isnt', especially if you've ever seen a full grown one.
