I have a old 20 gal tank just sitting around so I set it up . It has a fluval 303 filter . I want to make it salt water for the sole purpose of starting some live rock on rock I plan on making with cement . I do not plan on putting fish in the tank .
my questions are: do you need to cycle your tank for the rock to grow ?
Do you need fish in there for the growth to spread ?

Be carful making rock, it needs to be cured in fresh water first until the pH remains stable. The Cement will raise pH well over 10!
Here is a good article that I actually followed for making some of my own rcoks. ( I have been curing them in fresh water for 3 months).

But no one answered my questions .
Do I need to cycle my tank befor I put in live rock or does the rock cycle your tamk for you ?
When you have rock in your tank do you need fish in there too ?

live rock will help you cycle the tank. You do want it in the tank to cycle it.
I assume you know that home made reef rock is not live rock.
No you not need fish when you cycle with live rock.
