I bought an $8 dollar dual bulb 48" shop light from Lowe's that has the curved cover over it. I was thinking about just taking silver/chrome paint and painting the under side of the cover. I was wondering if anyone had any experience doing this on their setups.

Surprise, surprise, a very effective homemade reflector is plain white paint.

I've heard people use crumpled Tinfoil and have had good results.

But...yeah, White Paint is the best reflector.

Mylar is much more reflective than white paint! you can see yourself in it , that should indicate to some degree its reflectivness. What would burn your retina more, someone reflecting the sun with a piece shiny metal into your eye or someone holding up a piece of white paper?
smooth tinfoil is more reflective than crumpled, the crumpled refracts the light all over the place and some gets trapped inside the folds. white is more reflective than crumpled tin foil. mylar can be purchaced at science stores, indoor growing stores, gardening stores and some arts and crafts stores and all over online.

What about using inside-out potato chip bags... the opaque ones (Ruffles) of course.
