Black Algae?

I have a 40 gallon tank with four red velvet cichlids, a chinese algae eater and a small (1 1/2") catfish sort of bottom dweller and two snails. Plants are artificial. I do 25% water change monthly. The tank and its inhabitants have been established for about a year.

Over the last couple of months I have had black spots on the plants and glass. It is slightly raised and about 1/8th inch diameter. It looks like black algae in a swimming pool.

In the last couple of days I have noticed a similar color black mark on the dorsal and ventral fins of two of the cichlids. The mark is not raised and looks more like a stain or pigmentation.

Do I have a problem, and if so what does anyone recommend?
