20-30ppm of CO2
KNO3 add 1/2 teaspoon 3x a week
KH2PO4 add 1/8 teaspoon 3x a week
Trace elments add 15mls 3x a week
GH 5degrees or higher (90ppm)
KH 3 degrees or higher (~50ppm)
Change 50% of the water weekly.
This is simple and will enahnce your tank dramatically.

I do not think that too many people these days are interested in Dutch aquarium in a strict sense. Rules of Dutch aquascaping are quite strict and, I imagine, require a lot of experience and dedication to follow and build a truly "Dutch-style" tank.
Recently I have seen some information on Dutch aquascaping on the forum of aquaticplantcentral.com. Also Slava Judakov has lots of information on the topic. You can try to contact him on the forum of aquaria.ru.
Your tank is very nice but it is more Jungle style than Dutch.

Сейчас вряд ли найдется много тех кто занимается голландским аквариумом в строгом смысле. Правила голландского аквариума достаточно строгие и, скажем, тяжело-выполнимые и требуют большого опыта.
Некоторая информация есть на форуме aquaticplantcentral.com на английском. В Рунете можно спросить у Славы Юдакова на aquaria.ru.
Ваш аквариум красивый, но никак не голландский. Скорее в стиле джунгли.

Actually your first post above is hard to read mostly because it contains characters from the Russian character set, and most browsers in computers outside Russia can't identify and convert them automatically. When I manually choose Cyrillic Character Coding in Netscape it works fine.
We are translating into Russian right now and will have the EI article for the Russian sites shortly.
There will be more to come.
Mr. Wim did an excellent presentation of the history of the Dutch tank design about 3 years ago. One of the best planted tank presentations I've ever seen.
