I see that they can survive in "low" light conditions... my question is... how low?

IME, GSPs aren't really a "low light" species, they need to be relatively close to PC sources, IOW. Mushrooms will do fine, usually, 18-24" away from PCs. HTH.

so a 65 watt pc 50/50 (10k and blue ac) roughly 24 inches away should be fine for them? The tank is a 65, 24" tall, so I'll need to keep them off the bottom of the tank and would it be beneficial for me to add another 65-96 watts of pc lighting (also, dual 50/50 w/ 10k and ac.)?

I'm curious, if I plan on going the live rock route, w/ a skimmer (the won brothers that you suggested) do I need bioballs in my wet/dry filter? Considering that I intend to keep a small bioload (average of roughly 4 gallons of water per inch of fish) and that my tank is drilled (1" drain, 3/4" return), should I simply buy a 20 gallon long to go under the tank and rig it w/ some filter pads for mechanical flitration and have my heater, skimmer, etc... running in that?

If bio-load is kept low, a wet/dry should not be necessary. A skimmer and LR system is popularly called "the Berlin Method" and has been successful for at least 2 decades. I wouldn't worry so much about mechanical filtration, let your detritivores take care of that. On the sump, it's never a bad idea to add one. And yes, all equipment that will fit into a sump can be used in a sump. No more "in the tank" heater.
