I'm setting up a new tank, everything totally new.
I'm thinking of cycling with plants.
However there will be no light for the plants until I get some lamps.
Can cycling be done this way?

Not really. You can cycle with plants, as they will preferentially take up ammonium over nitrates, but you'll need to heavily plant right from the start to achieve this.

Secondly, you'll have to have lighting because plants will not photosynthesize without light, and assumedly will not take up any nutrients.

Can't be done. In fact the plants could well die and contribute even more ammonia to the tank.

You have to have a fully functioning setup to do the silent cycle.

To cycle a tank means to allow the bacteria colonies to build up that convert ammonia to nitrite to nitrate. There are several methods of doing so. IMHO the best way to cycle a planted tank is with plants. And by planted tank I mean a tank full of plants. Not a 55 gallon tank with one sword plant.
