I'm not sure what my problem is but apparently I am incapable of growing live plants. - I think.

I have Java moss in my 5 gallon tank along with a bunch of java fern, boith are typically low light plants.

I have an Aqua-Glo florescent light on my tank whoch is putting out 1.88 WPG

now I think my Java Moss is either dying or is getting a huge case of brown algae. I vaccuumed my gravel yesterday and the water in the gravel was very dark although the tank water appears clear.

here are my paraneters

Amonia - 0-.25 mg/l
nitrate - <0.0 mg/l
KH - 6
Nitrate - 12.5 mg/l

inhabitants of the tank are 1 male betta, 3 dwarf cories and 3 ottos.

after I took those results I made a 1 gallon water change (only a 5 gallon tank 4 gallons effective)

is my Java moss dying or is it covered in brown algae - I'm not using any ferts of any kind at the moment.

It could be a bit of both.

1.8 wpg on a 5 gallon tank is actually way below the minimum amount of light that many plants require. Even low light plants. I cover this in my Guide and write about it in my Minimum Light Threshold.

I am not sure that the lighting is low. I have a sword and java moss growing in a 20 gallon with under 1 wpg. Both are growing larger and rapidly, as well as looking healthy.

That lighting is not low for those plants. Try dosing with liquid fertilizer. Also keep the lights running for something like 15 hours.

Plants have a photoperiod so you're really just encouraging more algae if you do that.

I actualy would recommend looking at rex's site as he explains why wpg isnt really as effective for describing lighting in small tanks...
