I'm trying to decide on what I should ultimately do with a 20g long aquarium. I'm thinking either a school of neon tetras or a red-tailed black shark, but I get the feeling I can't mix the two. Any thoughts on what fish would be good with either of those two?

If you decided to go with the neons, a pair of rams (or some other type of SA dwarf) would be a nice addition. You'd want to make sure that the tank is at least moderately planted for these. A possible list of fish would be something like:
9+ neons
pair of rams
4 cories
pair of otos

Ultimately its up to you, just thought I'd put my two cents in.

The rtbs needs a larger aquarium, anyway.

I like the idea of a nice big school of neons, then either a pair of pearl gouramis, or a single neon dwarf gourami for the upper areas of the tank, one bristlenose and some corys or kuhli loaches. Lots of plants, rocks and driftwood for shelter and shade. Include floating plants.
