I second that a 30g or more tank is an excellet choise for a begginer and a small quarentine tank is also a good idea and not too expensive as all you need are lets say a 24x12x12 inch tank(approx 15g) a 75-100watt heater, a filter lets say an aquaclear 150, a simple 18"-24"(15-20watt) floro and some safe ceramic pots to hide in.
in a 30 gallon tank you could have a watchman goby and one of the shrimp(for the symbiotic relationship, seriously cool to watch) and a pair of clowns or one clown and a firefish. though I wouldn't recomend a fire fish with a marroon clown as fire fish prefer peaceful tank mates and the maroons get big and are one of the more agro clownfish species.
