I've got my 28g long tank that has been set up for a few years now. It is moderately planted but I don't have any carpet or moss type plants for shelter, I am happy to add these if needed and am thinking of doing it anyway.

I have in it 3 dwarf neon rainbowfish, 9 cardinal tetras and an oto. I did have 5 rainbowfish but lost two after the stress caused by a house move, I really don't want to get anymore, although they would be happier with bigger numbers I'd rather stick to the three until they go and replace with something else.

I really wan't something to add some colour and excitement to the tank, I'm torn between adding more cardinals (how many could I realistically add given the relatively small tank size?) and getting a colourful centrepiece fish or small school of something else (what else would work?)

I'm also considering adding another oto or two, would this be too much?

A couple more otos would be fine.
One of the best feature fish for planted tanks is the guppy. Well bred veiltail males are beautiful & come in many colours. Platies too give a splash of colour.
A pair of thicklipped gouramis are another option or if you want one feature fish Anostomus ternetzi is a possible candidate.
