If you mean LOCK the posts on the thread so that no one else can reply then, no, regular members can not lock posts, even their own. If you wish to have no more replies you can simply request this on the thread itself and give your reason. If you contact a Moderator or an Advisor (like me) in pm and ask us to lock your thread, we will consider it depending on your reason.

You can delete any of your own messages (whether it's a new topic or a reply in an existing topic) until someone replies after it. After that the message is no longer considered yours, it belongs to "the community" and it'd be considered rude to disfigure a topic by deleting messages, so it's not allowed.
