Climbing perch are pretty tough but without a photo we can't help with your catfish.
"Siamese white catfish" doesn't match any fish I am aware of is it one of these perhaps?

Like this?
This is a Clarius bactrachus or walking catfish - not Siamese catfish.
It is probably trying to escape the tank or if large enough, to eat your perch.
Please tell us about your tank set up. |

You need a much larger tank for the catfish - at least 3 feet x one & a half feet footprint and with a close fitting lid.
The perch need a tank over 2 feet long too. |

The Clarias catfish could grow to two feet long - 18" is more usual.
Why not buy two 3' plus tanks - the climbing perch could live with the tiger barbs. |
