I've got a possibility of getting a 35G hex tank, and want to put a couple of fancy goldfish in it (probably Ryukins). Is a 35G hex big enough for two fancy's?

Nort really. A 40g long is the smallest tank I'd consider suitable and a 35g hex has only half the surface area.
