Need for a skimmer, s/w on a budget

I recently purchased a 55gal tank that came with 2 hob style filters rated for 20-40gal each. The tank is not plumbed atm, but I am going to have it plumbed for a sump before I set it up. If I have a sump, is there a high need for a skimmer? It will be for a single dog-faced puffer.(until he gets to large)

Honestly I would get a good quality skimmer with a fish such as that producing quite a bit of waste. Also I would aim to setup a tank large enough to house the puffer when it is an adult as in the long run it will save you money to do so. Skimmers aren't a necessity but they do help. You could get by without one with just regular water changes and other basic tank maintenance.
