I think the title says it all... is it too much light or not enough c02 or nutrients?

it's in a ten gallon w/ 2 compact fluorescent bulbs (~10 h/day), I do c02 (cheap SERA suction cup doohicky w/ pellets) every week, my substate is a 2" layer of eco-complete with 1" brown substrate on top. I was using SERA FLORENA liquid fert as well as SERA FLORA PLUS & SERA FLORENETTE A (pellets) on an every two week basis. pH 7 GH 9.
