I've had my 1.5 gallon up for a month and its been cycled for a week and a half. And has fake plants and a betta. I'm doing a WC soon, and was wondering how to clean the filter.

it would be best not to clean the filter at all. It is housing beneficial bacteria that your tank needs to breakdown waste and other stuff.

but if you don't clean it, it clogs, and anaerobic areas develop and from there, it can get bad.
