Its definitely not a serpae and most likely not a phantom. I own phantoms and that's not what they loook like.

I'd say its a "fruit" tetra, one of the dyed white skirt varieties... seems most likely to me.

they are "BLACK SKIRT TETRA" and "RED PHANTOM TETRA", the Red Phantom Tetra just not as healthy, they should be RED when they're healthy.
