they are a refuge for small detrivores for a salt water tank. They are usually a combo, refugium and bio-filtration... either macroalgaes or deep sand bed.
They help clean the main tank water and provide a food source for the fish...
they are pretty much essential for things like Mandarin gobies or other fish that eat pods.
You can make one pretty simply out of a clip on light and an old hang on the back filter without inserts...

I use live rock, live sand, and macroalgae in my refugium.
mmmm spinach
my HOB refugium full of macro
