what exactly are refiugiums and what are their purposes

they are a refuge for small detrivores for a salt water tank. They are usually a combo, refugium and bio-filtration... either macroalgaes or deep sand bed.

They help clean the main tank water and provide a food source for the fish...

they are pretty much essential for things like Mandarin gobies or other fish that eat pods.

You can make one pretty simply out of a clip on light and an old hang on the back filter without inserts...

could you use live rock instead of live sand

Yeah, well it depends what you want to achieve. But yes, live rock is used.
