What make is your filter?
No filter I know of apart from the Biorb junk has just carbon? ( & that is used in conjunction with an undergravel to provide space for the bacteria to colonise.)
Does the filter have a wheel?
Food does go off with time but some food comes as a powder.
You can get by without a master test kit but you'll spend more on dechlorinator and time on water changes without one. If you are on a tight budget just get a nitrite kit.
I don't remember what the make is right off the top of my head but it's a Whisper Power Filter. It just uses cartridges but the way I have it is with just ONE cartridge that you just refill with carbon.
I'm kinda on a tight budget but if the chemicals in a Master Test Kit go bad after 30 days or so is it rally worth having?
Bottled test kits last for six months once opened if stored correctly.
The filter won't work without some media to allow a bacteria colony to develop.
This doesn't have to be a cartridge as you can cut filter sponge to fit - sponges last for years as you just rinse then in water from the tank every few weeks.
Is your filter all underwater or does it hang over the tank rim? Carbon is usually kept out unless for rare usage eg removing tannins or medication.
What are you driving the UGF with? What substrate do you have?

OK here are a few. I know the water level is a little low but after doing the 80% water change a week to a week and a half ago it was to hot for me to want to walk across the yard and up the stairs with another gallon of water. Lol

This is the carbon I am using in the filter and the bag that it goes into which then sinks down into the filter. Also my pH test kit if it matters at all.
The pH up & down needs throwing away. Don't tell me the guy at the fish store sold it to you?
pH is rarely a problem and adjusters cause more problems than they solve. a problem. The kit will work but you could have purchased a useful nitrite kit instead.
A pH kit is usually only needed if you have extreme hard or soft tapwater or are breeding sensitive fish.
It looks like the filter should have more in in and the water is not flowing through the bag but just bypassing the carbon bag. Can you get some filter floss/ wool? Pack the compartment around the carbon bag with this so the water is forced to flow through it. ( this is cheap).
You plants do not look well - they may survive but pull up the crown plants so the bases of the leaves are above the gravel.
