I just got a new aquarium where the selller "kept the seals wet" by leaving stagnant water. Besides proving that the aquarium can hold water, and encouraging mold under the hood, does this actually make a difference?

I'm planning to build my own sump to save money in this project and I don't think ill have a means to circulate water for a month or two, unless and aquaclear 20 would be enough.

is there any truth to prefering to keep water in an aquarium?

There is no point in keeping stagnant water in an aquarium. I have completely let aquariums dry, and then set them back up again, with no ill effects.
