I had Neons with a Betta a few years ago and the Neons fin-nipped him mercilessly. I had 15 Neons at the time so that's a pretty good number to get them to keep their issues between themselves but it didn't work - they still attacked the Betta constantly.

I had to move them to separate tanks as the Betta was too stressed and I believe would have ended up sick and eventually dead.

I agree that Betta's themselves have hugely different personalities. Some are very aggressive to all other fish in their tank... some are complete wimps and let everything else in the tank beat them up.

I wouldn't put known fin nippers together unless you have another tank already set up and ready to move fish to if there are problems.
