I purchased a used 30 gal tank and have realized it must be pretty old - I'm going to recaulk it because the silicone is moldy and peeling. I also noticed that the sealant holding the glass together is bubbly in places. Is this something to worry about? If so, is it fixable?

If you are going to re-silicone the entire aquarium, I would suggest that you remove all the silicone (including the silicone between the panes of glass). This way, you can get rid of the peeling silicone, as well as fix the bubbles that are in between the panes.
