In terms of bioload you certainly can...red devils don't even grow that large (about 25 cm), but these fish are extremely territorial and 55G of water is much less than what they would instinctively consider a good territory, so it won't be a really comfortable life...and of course, any attempt to add a companion will very likely result in disaster.

And I would never want to keep a fish in the bare 'minimum'. It isn't nice. lol
