Substrate is gravel. I think the word is just used generically in the hobby as meaning any type of bottom covering material.
Plants can be used in regular gravel (depending on the species of plant) but if you get a nutrient rich substrate such as Eco-complete or put down a base layer of laterite underneath the top coat of gravel, your plants will grow better and faster. Many books say it is mandatory to use a nutrient substrate for a successful planted aquarium but I would have to think there are many aquarists who are growing very nice plants in their tanks by just using fertilizers only.

I have gravel only in my tanks and am growing low light plants with no problem. I add liquid fertilizer once a month (anymore than that and I have algae issues). I've only had my planted tanks running for about ten months so I don't know what will happen in the future with my plants only being in gravel.
