OK I was looking to start another planeted tank. I'm going to use Eco-complete as the substrate but want to put a leyer of sand on top of it to make it look nicer. My question is will this hinder the effects of the bacteria of the eco complete by blocking the fish waste from getting to it or would the bacteria spread through the sand?

I guess it would depend on the amount/type of sand you were going to use. Sand has the possibility of compacting on top of the Eco-Complete. If you did a 70/30 or 60/40 mix of Eco/Sand, that might work out for you. You could also do a gradual mix of the two from one side to the other or front to back.

As a dark/black substrate, I think eco-complete looks absolutely fine as is. personally, I wouldnt think of using sand, black makes for a great contrast to green plants as well as the many colors fish provide.

Unless the "sand" as a grain size bigger than the Eco-Complete it will end up at the bottom of the substrate. The larger grain sizes will always move to the top.
