Is it OK to completely submerge the heater in a tank with the cord underwater as well. I see a lot of pictures of heaters laying flat on the base in sumps and was wondering.

yeah if it is fully submersible heater, you can put it horizontaly or verticaly in a tank, make sure it is not a hang on heater

Unsubmersible heaters have a water mark not to go over but the submersible ones are great you can put them at any level. Also if you have fish that need a full cover on the tank (jumpers or escapees) its nice, then you can put less holes in the hood of the tank less cutting.
